Coordination of social security systems

Project title: Coordination of social security systems in connection with the free movement of workers: EFFAT's contribution to developing a better coordination between social security institutions and an improved information system in the agricultural sector

Overview

The following information on four different social security systems was compiled on the basis of the comprehensive MISSOC database. Regulations concerning standard working conditions could mostly be easily illustrated. The following charts give information for nine participating partner countries. The categories examined were:

  • Statutory health insurance
  • Statutory pension insurance
  • Statutory unemployment insurance
  • Statutory accident insurance

The following aspects we considered as relevant:

  • Risk coverage
  • Covered persons
  • Institution providing the insurance
  • Organisation of the institution administering the insurances (f.ex. self-administration and implication of workers‘ representatives)
  • Organisation/principles of the financing
  • Amount of financial contribution
  • Who pays which contribution rate
  • Assessment threshold
  • Waiting time
  • Benefits in cash or in kind (examples)
  • Level of cash benefit
  • Duration of benefit

Project partners filled in the charts with the respective national conditions in the agricultural sector which has its specific regulations in many cases due to historic developments. This stocktaking was amended by the coordinating regulations of the European Union which regulate the procedure and jurisdiction in case of crossborder work.
